To understand the impact of the individual projects in the infrastructure pipeline, the Committee recommends that—
the next infrastructure plan and future bi-annual updates to the infrastructure pipeline include GHG emission impact estimates for all projects (i.e. an expansion of what is already done for major transport projects in Transport Scotland’s Carbon Account). Programme pipeline updates should include broad GHG assessments.
