Letter from CabSecCAE_upcoming ban on landfilling biodegradable municipal waste 29 October 2025

Due to a temporary shortfall of Energy from Waste capacity in Scotland, some parts of the waste sector have identified challenges in fully complying with the upcoming ban. Taking account of these challenges, the Scottish Environment Protection Agency has today published a Regulatory Position Statement outlining its approach to enforcing the ban.

I would also expect this to feature in my S22 report on the 2022/23 audit of the Scottish Government Consolidated Accounts. As I advised the committee in my previous correspondence of 18 May, I also intend to prepare a further report examining the full cost of the project once the vessels have been completed.
