When invited to respond to the concerns of some stakeholders, the Minister pointed out that the Scottish Government had indicated its intention to act on this matter in late June 2021 and that "extensive consultation" had been undertaken by ministers who had "engaged thoroughly with all the major business representative organisations across Scotland."
