That was about a devolved matter—it was utterly ridiculous.Refusals by UK ministers also contrast starkly with the very polite reception that was given to Hilary Benn, the Secretary of State for International Development, who gave an excellent address to all interested MSPs and to other members of the cross-party international development group.
