Response from the Minister for Public Finance, Planning and Community Wealth on Laying Date for the Fourth National Planning Framework (NPF4) - 1 November 2021
We are not viewing the 120 day scrutiny period, as set by the Parliament, to be limiting. Whilst the precise dates cannot be confirmed until the draft is laid, we estimate this this will take us from November to around Easter recess.

Coronavirus (Discretionary Compensation for Self-isolation) (Scotland) Bill: Stage 1 - Annex
In such a situation, it is possible that very close to an expiry date the Covid-19 case numbers or isolation requirements might change and, particularly given the potential for this to happen during a Parliamentary recess, this may require immediate action to extend the expiry date.

Does this remain the Scottish Government’s goal in order to help ensure a finalised Plan can be laid in this session? A response setting out a date, or date range, for laying the draft, based on an assumption of the regulations (if approved) coming into force just before October recess, would be helpful to the Committee for its own forward planning, as well as to other Parliamentary committees looking to engage in that important scrutiny work.
