The sub-group reported on 3rd July and made a number of recommendations, with the following being most relevant to younger workers:
Dedicated Developing Young Workforce regional school coordinators providing a long-term link between young people/teachers with local employers
Short placement schemes re-introduced to provide work experience for under 25s who have been out of work for six months
Increased support for schemes that mentor young people
Public buyers should build on the existing practice of considering community benefit requirements in public sector contracts
Expanding the FlexibleWorkforceDevelopmentFund (beyond just Levy paying employers) for college provision, specifically funding short courses for transition.
It takes time to build trust within communities; that time is wasted when staff retention is adversely affected by short-term funding models.
It continued:
While there are clear benefits to CLPs being embedded in general practice, in order to ensure the long-term sustainability of these systems there must be sustainable funding models and a review of current commissioning and procurement models.
Point 180: The Committee recognises the FlexibleWorkforceDevelopmentFund’s role in allowing colleges to work meaningfully with local employers and SMEs to deliver courses which meet their and their employees’ needs.

The FlexibleWorkforceDevelopmentFund (FWDF)
The Fund allows employers to apply for up to £15,000 to help retrain and upskill their workforce to address skill gaps and productivity.
