Introduction
At its meetings on 4 September and 6 and 13 November 2018, the Delegated Powers and Law Reform Committee considered the delegated powers in the Climate Change (Emissions Reduction Targets) (Scotland) Bill (“the Bill”).iThe Bill as introduced is available here.
International students are good for Scotland and good for Scotland’s universities, but it is not an unproblematic resource in terms of widening access.
The role of the Committee is to consider and report on matters falling within the responsibility of the Cabinet Secretary for NHS Recovery, Health and Social Care and matters relating to drugs and alcohol policy.
Given Scotland’s huge energy potential, and further to Christine Grahame’s question on the issue, does the First Minister agree that people in Scotland should have lower bills for the energy that we generate?
This is in contrast to the current legislation governing forestry in Scotland (the Forestry Act 1967 (“the 1967 Act”)) which will be repealed and replaced by the Bill.
They would be a registered Scottish taxpayer, hence the revenue would accrue to Scotland rather than to the Treasury. Right now, we have a fairly tight labour market in Scotland.
