A community in the vicinity of a landfill site might not be able to access the fund simply because it was in the vicinity; it would also have to show that it was affected by operations at the site.I believe that regulations and guidance are the best place in which to set out those mechanisms, which would allow for greater flexibility in their application.

My amendment to the Smoking, Health and Social Care (Scotland) Bill to change the minimum legal age for buying tobacco to 18 did not get off to the best start. ASH was sceptical about whether that would be a good measure, but I was pleased to convert it on that occasion.

The wording is partly based on the fact that we need to allow registration officers to conduct the registration of 16-year-olds for the first time. We have to ensure as best we can, and subject to the agreement of Parliament, that that is through by June—certainly by the summer recess.
