The Promise is a product of a care review, which is the product of a commitment that was made to the care community based on Scotland’s failure to get it right for years and years.
The Bill’s Policy Memorandum notes that—
“In order for a review to be undertaken, information on the victim(s) and the perpetrator (where being considered) needs to be shared with the review.
Superintendent Richard Thomas indicated that Police Scotland welcomed the Bill and the provisions on virtual attendance as streamlining processes and reducing the impact on front-line policing, but he stated—
…there are real questions about the feasibility of implementation on day 1.
