As detailed in Table 1 income recovery from usage of NHS healthcare by EEA citizens visiting or resident anywhere in the UK and other countries where reciprocal healthcare arrangements exist is the responsibility of the Department of Work and Pensions (DWP).
I say to Maurice Golden that I do not know whether that would require an amendment to the Circular Economy (Scotland) Bill, but a sector-wide approach could really deliver the benefits here.
