Legislative Consent Memorandum - UK Environment Bill - Why Legislation is Necessary

At the end of the transition period, on 31 December 2020, the European Communities Act 1972 will be repealed. The Environment Bill is an enabling Bill which would, post exit, provide both UK and Scottish Ministers with the power to bring forward secondary legislation that will have effect in Scotland in certain areas of environmental policy currently within EU competence.
