In addition, the Scottish Construction Centre, which is supported by Scottish Enterprise, works with construction companies to disseminate innovative best practice across the sector, including best practice in the area of carbon reduction.

To ask the Scottish Executive how it is encouraging police forces to work in partnership with local authorities, health and other agencies to establish best practice in dealing with drunk and incapable people.
In setting upculture and leisure trusts, local authorities are expected to ensure clearpublic accountability for public funds and the quality of local services, inkeeping with the statutory principles of Best Value, regardless of whether theyprovide these services directly or set up and fund external bodies to do so.

This can be achieved in a number of ways and itis up to local authorities and schools to determine the best system locally. If an authority decides to use biometricsystems in its schools then we would expect them to follow best practice whenit comes to data protection and to consult parents.
PDAs are of great help in reducing bureaucracy and helping officers to do their job as best they can, but many other best-value projects are on the go, some of which are described and explained in the Association of Chief Police Officers in Scotland's useful annual report on best value.
I ask again: is it the Government’s position that any extension of patient rights—such as the waiting time guarantee—is best placed in the bill rather than in a charter and that, rather than amending the charter to make it work, you are amending the charter to ensure that it does not mess things up?
