In Scotland, however, there are no special provisions or legislation to cover the commercial use of animals in racing. A statutory Code of Practice for the Welfare of Dogs also applies to all dogs in Scotland as part of the Animal Health and Welfare (Scotland) Act 2006.

In relation to regulatory applications, that is against the code of conduct. I presume that they did so for political reasons, in order to represent their constituents, but that is not in line with the code, so they found themselves in trouble.
