Some commentators—I am not saying that they included any of the MSPs who are present—suggested that what we called antisocial behaviour was just young people's normal "high jinks", to quote one expression that was used.
Although they would become eligible for transitional funding, that is not the same as having objective 1 status. As a Highlands and Islands MSP, I am well aware of the objective 1 work that was undertaken.
We should remember that that is what we are aiming for. In good faith, MSPs—especially SNP members—would agree that the Executive's proposals are such that they would expect further legislation to be introduced in a very short time.
That is something about which I will be writing to MSPs. I was made aware only two weeks ago that the Crown Office is, at this moment, carrying out a quality review.
