In my experience, if something goes wrong, the person who delivers the care is held to account. Under those circumstances, in the exercise of the provisions in the bill relating to wilful neglect, that nurse and not the organisation would have been held to account, and that feels wrong.

There needs to be a preventative view across the whole system, and organisations must work together on joint planning, particularly if they intend to share or move resources at a later date.I agree that the decisions on the approach need to come first. I am also an accountant, and it pains me to say that the decisions need to come first and the money will follow—apologies to other accountants sitting round the table.
