We have previously discussed the idea that we should encourage the Executive to have a debate on the matter in the chamber every time the Commission publishes its work programme, in order to ensure that all MSPs are aware of what is happening in Europe.

At Westminster, such an amendment is in a different category and is treated rather differently.In consequence, it does not make sense to allow MSPs to divide on the question on the section because that would give them two procedural mechanisms to achieve the same result.

We may still want to appoint lead members to carry the inquiry through, but I suspect that, considering the time scale and members' commitments, we may not want to leave work of that scale too much in MSPs' hands.
