The concerns raised in relation to international students’ insubstantial contribution is worth heeding as they are likely to have a cascading impact on the future student composition in Scottish universities. Arguably, it may even affect these institutions’ existence.

The Minister gave his personal perspective that “where it is possible, people should be in the Parliament”, but he was clear the Scottish Government had taken no position on the proposal:
