Stewardship of public money is the job of ministers who are directly accountable to Parliament, and the larger the sum the more important the accountability.
However, when we got the Government’s official paperwork, we saw that there was no spend on the Borders rail link in 2011-12 and that it accounts for £39 million out of the £353 million in the current financial year.

To ask the Scottish Executive when the draft order to ensure that college assets when disposed of are used for charitable purposes will be laid before the Parliament. We plan to lay a draft order before the end of the year.
Scottish Land and Estates raised concerns at that evidence session that local authorities will need to take into account the rural context where certain properties might need to be left empty for periods, for example accommodation for workers linked to estate operations.

It further explains the cost estimates are only based on implementation of the Bill and do not include initial scheme set up costs which are accounted for under the 2024 Act. Therefore, the costs for local authorities are for situations where they have already consulted on a percentage-based scheme and decide to switch to a fixed rate scheme.
