Now is the time for the nation to consider how Scotland can best be represented in this particular seat of power and how this Parliament and its Government can best influence European laws and policies in accordance with Scotland’s priorities.
Although legislation does not make things happen in and of itself, it provides the best opportunity for them to happen. However, a number of things have to take place alongside it.
We certainly do not wish the electoral management board to come under undue political pressure—pressure to do what politicians want it to do.We need to ensure the board’s independence, and the best way to do that is to ensure that its reports come to the Parliament, not to the Government.
