Councils are keenly aware of the projected social and economic impacts of depopulation in particular areas, and the challenges of dealing with population growth in others. We recognise that councils are best placed to assess what policy can and cannot work at local level.
Prisoners are sometimes transferred to custody centres better able to provide the care and welfare they require or in order to make best use of our available custody estate, thereby freeing capacity within a custody centre to enable its continued use by local officers.
We want to continue to work with stakeholders to get a better understanding of whether those children’s needs are best met through the bill or some other mechanism.
They span the UK, and we believe that they are best addressed UK-wide. With that in mind, we welcome the fair work convention that was announced in April.
In that regard, we will consider seriously the report that was published this morning and look at how best to progress such a scheme. I thank everyone for their speeches.
