Attempts were made to amend the Bill at stage 2 so that the Scottish Ministers, other public authorities and the courts would be required to have due regard to the right to social security, as defined in the International Covenant on Economic, Social and Cultural Rights (ICESCR), when exercising their functions under the proposed legislation.
