The Committee heard that while there are many early adopters of climate change mitigation measures there was a need to encourage cultural change and to raise the issue of climate change on farmer's agendas.

Climate Change (Emissions Reduction Targets) (Scotland) Bill: Stage 1 - Overview of the Bill

Under the Agreement, each country must plan and report regularly on its contribution to mitigate global warming (available here) more ambitious targets for the reduction of greenhouse gas emissions by the Scottish Ministers.
