In a response to a parliamentary question by Jackie Baillie MSP, the Cabinet Secretary for Government Business and Constitutional Relations stated:
As a responsible government, we are continuing to plan and prepare for all EU Exit possibilities, including ‘No Deal’.
I thank those of all parties who have given their support to this motion, including the constituency MSP Gordon Jackson. We have heard a great deal in recent weeks about so-called turf wars between constituency MSPs and regional MSPs.
I note that the proposal had the support of more than half of MSPs when it was first made. It is very much in the interests of the Parliament to pursue the matter.
I welcome the amendments in this group, particularly amendment 7, which adds representations. MSPs who have been involved in private bills have been surprised to find that, to make representations, they have had to lodge objections if they want to be heard.
If the independent commissioner is to be the entry point, we would encourage that in the same way that we would encourage a community representative to raise an issue with an MSP. In such cases, the MSP is the person to bring the complaint to the attention of the police.
Sixty-six per cent of our members wanted the power to be reinvested in Parliament so that if they were to bring the matter up with their MSP, a power of intervention would be available.
