We cannot just take projects away from sportscotland and give them to local authorities if, having looked at the budget expectations of local authorities, we find that they do not have sufficient available prudential borrowing capacity. It may not be in their best interests to increase prudential borrowing by that amount.

We should write to the Scottish Government to seek an update on when it will decide how it will address the matter or when it will introduce legislation. That would be the best course of action. We could find out where the Government is with respect to the legislative framework—if there is to be any—and then decide how to deal with the petition.
