To ask the Scottish Executive for what reason applications for grants and loans under the Energy Saving Scotland (ESS) home renewables grant scheme and the home loan scheme received by the ESS on 16 March 2010 are not being processed. The Scottish Government decided that applications that had begun to be processed by 17 March 2010 would be progressed.
