In the context of domestic abuse, in particular, it is important to talk to victims not only because it is the right thing to do but because, empirically, they are the best predictor of further harm by the perpetrator.
The starting point should always be the child and what will give the best result for them. If the child is the starting point, it seems to me that the best result is to treat all children equally, whether the two adults they live with both happen to be their legal parents or only one is their legal parent.
It is important that we have had something of a superficial examination, at speed, of many of the issues that have cropped up and that the committee has done its best, on behalf of the Parliament, to deliver.

The message that I took from a lot of the other submissions was that offence type or sentence length is not necessarily the best or most reliable indicator of the likelihood of a risk to the public on release.
That does not mean that there has been any wilful neglect, but it needs to be recognised that the best of intentions did not get the outcomes that we were looking for.
