Of the 26,905 charges issued with a direct measure, 89% were accounted for by these 10 offences. The figures do not include direct measures which were not affected by Summary Justice Reform, such as Procurator Fiscal warnings, fixed penalties or referrals to the Scottish Children''s Reporter Administration.
