We recognise that the convergence funding has been spent, but that does not mean that the review cannot take that into account. I hope that it does take it into account.
All the money that is currently being put into integration is to pay for services. It does not account for demand; it accounts for spend on services—the living wage and provision of care at home.

The Committee agrees to draw this instrument to the attention of the Parliament on reporting ground (j) in that it has been laid less than 28 days before coming into force and therefore has breached the laying requirements under section 28(2) of the Interpretation and Legislative Reform (Scotland) Act 2010.
The Scottish Ministers could also be required to lay a report on the consultation they undertook and provide a statement giving details of any changes which they made in light of the public consultation and any report or resolution made by the Parliament.
