She was the health minister who failed to pass on record levels of funding for the NHS from a UK Labour Government led by Gordon Brown. Had she passed on to health the Barnett consequentials that she received from 2007 to 2010 instead of diverting the money elsewhere, the health budget would be £1 billion more than it is now.
