Rather than starting from the premise that the cross-party groups are a problem—there have been difficulties with their functioning, which we will sort out—we should see them as an asset to the Parliament. In the main, MSPs and non-MSPs have welcomed them.
John Fairley spoke about concerns in 11 councils about list MSPs. What concerns did they have about list MSPs that were different from their concerns about constituency MSPs?
The e-mail says:"The reason for the distinction between MSPs/non MSPs was both to ensure that the group remained Parliamentary in nature, but also so that no organisation was left out."
The problem is not whether the standards commissioner can consider complaints against former MSPs but that, if we include such provision in the bill, first we must seek to change our remit, which covers the conduct only of serving MSPs.

Membership changes
During the Committee's consideration of the Bill at Stage 1 the membership of the Committee changed. Daniel Johnson MSP left the Committee and was replaced by James Kelly MSP.
