S6M-02278: Richard Leonard: Role of Rail in Achieving Climate Change Targets - That the Parliament commends what it considers the essential role played by Serco Caledonian Sleeper workers throughout the COVID-19 pandemic; notes what it sees as the vital role that rail has to play in delivering a modal shift from high- to low-carbon transport, including in Central Scotland, and meeting Scotland’s climate change targets; understands that, since March 2020, Serco Caledonian Sleeper has been operating under an emergency measures agreement, through which the Scottish Government takes on all cost and revenue risk, and the operator is permitted to receive payment of fees; further understands that members of the National Union of Rail, Maritime and Transport Workers (RMT) employed by Serco Caledonian Sleeper have taken industrial action across several months during 2021 in a dispute over pay; believes that the RMT has concerns relating to health and safety matters and reported bullying and harassment of staff at Serco Caledonian Sleeper, and notes the calls on the Scottish Government to meet with representatives of the RMT and Serco Caledonian Sleeper, and use what it sees as its leverage to ensure there is a resolution to the pay dispute, health and safety concerns, and what it considers mistreatment of staff, in order that the service can continue to play its full part in helping to achieve Scotland's climate change targets.

Publication of the Annual Report on Procurement Activity in Scotland 2023 2024
