It is my view that there is a dearth of accountability in that respect. If we want an open, transparent and accountable process, surely the principle should apply to all public bodies.
I suggest that one of the principles that should be taken into account is the seriousness of the harm, and not whether it might give rise to distress, which is the test in the bill.
For example, there was discussion about whether everyone agreed that trying to retain maximum employment, even if it meant a pay freeze, was preferable to laying off large numbers of people in the public sector.
