It is standard practice for the principles behind the Estates Charter to be taken into account when managing the Scottish Ministers’ estate, alongside other Scottish Government policies and the requirements of the Scottish Public Finance Manual.
To ask the Scottish Executive what processes are in place to ensure that community planning partnerships take account of primary and community healthcare and other social needs when taking strategic decisions.
There are opportunities too to improve data collection, ameliorate transitions to adult services and to assess how children's services planning processes are taking into account the needs of wide range of children and young people.

Tara Lillis, representing NASUWT, highlighted that in some local authorities and schools, 50 per cent of pupils have ASN and argued that the Bill does not fully take this into account, particularly in relation to the funding provision.
