Since 2010, the Scottish Government has been working in partnership with ADPs to strengthen governance and accountability arrangements by developing and agreeing a set of core ADP outcomes and indicators.
That is why the restriction to an intention to cause alarm and distress limits the scope of the law and does not take account of the victims’ experiences.
