Their calculations were wide of the mark in some cases, and there were stark differences between one local authority and another over the cost of school lunches. We need to take that into account in our calculations. We cannot just work out £1.25 times 44,000, because that is not how all councils have done the calculation.

We recognise that a number of stakeholders, such as the Scottish Trades Union Congress and the National Union of Students Scotland, attach significant importance to the existence of ministerial powers over colleges as a means of ensuring the democratic accountability of colleges.
