Standing Order Rule changes on the financial scrutiny of bills - Implications of changes to taxation revenues

If flexibility in the Rule is thought desirable, the published Guidance on Public Bills could be used to make clear that the term "tax" is intended to include devolved taxes (by reference to the Scotland Act 1998 definition) and local taxes (again by reference to schedule 5 of the Scotland Act 1998).
