Through the concordat, we have made clear that it is for councils to decide how best to allocate their funding to meet agreed national and local outcomes. They are accountable for their funding decisions.

It has been important for us to take account of GHA''s emerging proposals for future tenant empowerment and its progress with Second Stage Transfer when considering our proposals for the future management of directions.
Guidance was issued to NHS boards in October 2007, which sets out the considerations that should be taken into account in deciding whether it is appropriate to authorise treatment abroad and, if so, by which route.
In carrying out its regulatory functions the Care Commission is required to take the Standards into account. Care services must be registered with the Care Commission.
