Education Scotland is a Scottish Government executive agency, accountable to both the Scottish Government and Scottish Parliament, that provides advice on education matters.
It states: "Such flexibility reflects the reality that it is not practicable to define all potential kinds of anti-abortion activity that could be carried out within a zone, and also allows enforcement agencies to account for the nuances of particular situations".
