The Committee strongly recommends that the dedicated committee takes full account of this report, and the evidence that has informed it, as well as the Stage 1 debate.
More working age adults in an economy can produce more goods and services, hence the forecasted boost to GDP.
Changes in population also account for a significant amount of the difference in GDP growth between Scotland and the wider UK.
Local authorities cannot take on the role of a financial guardian, but if there is no suitable person connected to the adult with incapacity to take on this role, the local authority can nominate a suitable person such as a solicitor or accountant.1Scottish Government. (2008).

The Committee believes the first step is to ensure three-year funding is provided as the default (noting the need for flexibility around certain projects) and that funding arrangements take account of inflation. The Committee therefore calls on the Scottish Government to set out its plan on how it will address these priorities.

The Committee draws this instrument to the attention of the Parliament on reporting ground (i) in that the instrument's drafting appears to be defective on account that regulation 2(9) does not operate as intended.
In such cases it should be the Police Investigations and Review Commissioner who determines if it is reasonable and proportionate to pursue disciplinary proceedings after the twelve-month period, taking into account the seriousness of the alleged misconduct, the impact of the allegation on public confidence in the police, and the public interest”.
