In addition, there was a second consultation from March to June 2022 covering proposals to be implemented by 2023, but this is not mentioned in the framework.
A joint consultation exercise by the UK and devolved governments on the proposed changes was conducted between 4 December 2022 and 28 February 2023. The consultation was targeted at representative trade bodies from across the UK.
The Committee explored all these issues first-hand during visits to Stirling, Aberdeen, Orkney and Dundee, and on a tour of the Holyrood Park Lodge, Edinburgh. At its meeting on 27 September 2022, the Committee took closing evidence from the Scottish Government.
Conclusions and recommendations
The Committee notes that the Scottish Government first wrote to the UK Government about the then proposed energy bill in August 2022, shortly before its introduction.
