Report on the Legislative Consent Memorandum and Supplementary Legislative Consent Memorandum on the Energy Bill (UK Parliament legislation)

In this connection, a 9 February letter to the Committee from Deputy First Minister, John Swinney MSP states: "…we are emphasising that any regulation making provision for UK Ministers that extends to areas of devolved or executively devolved competence in Scotland should require the consent of the Scottish Ministers."
