It appears that part 3 will limit the factors that Scottish Water takes into account and that it will therefore, in effect, act against the laudable intentions of widening the scope of value in part 1.

The amount is £18 million per annum in our 2013-14 accounts. The figure for 2014-15 that will be disclosed in this year’s accounts will be significantly higher, because the disclosure rules have changed.
