It is not clear to me whether that should be done through the ministerial code or by changing the text of the bill.Thirdly, on whether the Parliament should be bound by section 1, it is difficult to write a statute that binds Parliament, but it is not difficult to include a provision that binds individual MSPs, and that would be a good thing to do.
