Net Zero, Energy and Transport Committee Report on the Draft Climate Change Plan - Freight

Freight The draft Plan includes policies and proposals on: Investing in replacement of HGV vehicles and the deployment of charging infrastructureiDraft Climate Change Plan, Annex 3, pg 90 - it says Scottish Ministers will "continue to press the UK Government to set meaningful and ambitious dates for phasing out the sale of new diesel HGVs" adding that a "unified UK action on a common regulatory pathway" would be the best outcome for transport operators;iiDraft Climate Change Plan, Annex 2, pg 42 and providing grant support for modal shift of freight from road to rail or water and specific rail freight investments.iDraft Climate Change Plan, Annex 3, pg 90 It says the Government will encourage rail freight growth with "... a regulatory target for rail freight growth of 8.7% for 2024 to 2029, with the expectation that a figure closer to 10% could be achievable by the rail industry." ivDraft Climate Change Plan, Annex 2, pg 38 The draft also cites as an example of grant support - the Freight Facilities Grants, saying awards for 2025/26 total more than £3 million and that the grants can help with capital costs.ivDraft Climate Change Plan, Annex 2, pg 38 Road freight The draft Plan sets out that the Scottish Government signed the "Global Memorandum of Understanding on Zero Emission Medium and Heavy Duty Vehicles" in 2021 which sets an aspiration that at least, 30% of sales of new passenger and freight vehicles over 3.5 tonnes will be zero emission by 2030 and all new sales will be zero emission by 2040.viDraft Climate Change Plan, Annex 2, pg 28 It also summarises previous and ongoing work by the Scottish Government on zero-emissions freight vehicles including the publication of the HGV Decarbonisation Pathway for Scotland in 2024.

Stage 1 Report on the Wild Animals in Travelling Circuses (Scotland) Bill - Alternative approaches

As part of its consideration of the Bill, the Committee examined whether alternatives to a complete ban on the use of wild animals in travelling circuses had been explored and whether there was merit in a licensing system. Andrew Voas of the Scottish Government saidiEnvironment, Climate Change and Land Reform Committee, Official Report, 23 May 2017, Col 12 the Scottish Government had opted not to mirror its counterparts in England by introducing a licensing scheme because there were no travelling circuses using wild animals in Scotland and they did not consider such a scheme would address the key ethical issues outlined.
