I will offer the committee a couple more examples of best practice. Reflecting the fact that people are competitive by nature, we have extended the idea of carbon clubs to competitions between different offices and business units, which are challenged to come up with and implement the best ideas.
Whilst this will involve the sharing of best practice to promote consistency, it also requires an approach tailored to local needs, particularly in rural and island communities.
As David O’Neill has said, that is how we get the best fit between demand and provision and is the best way of ensuring that resources are used flexibly to meet outcomes.
