If we are to stop the cycle of reoffending and the churn that is the worst aspect of prison policy in Scotland, we must tackle addiction in prison, not simply contain people.
As recommended by Dame Carol, we remain committed to a whole-system approach which balances efforts to reduce the demand for drugs and supporting treatment and recovery with activity to cut the supply of illicit drugs.
