The regulations arose from Christine Grahame's proposed member's bill, which attracted cross-party support. At the time, more than 40 MSPs from across the then six parliamentary parties signed up for her bill because of the lack of regulation of the trade in puppies and kittens, particularly those that come here from outwith Scotland and are sold on.
