Official Report Meeting date: 6 April 2000

Plenary, 06 Apr 2000

However, I am arguing for fiscal responsibility for the Scottish Parliament.I would not risk quoting the Presiding Officer directly, so I will say that on "Newsnight" last night senior MSPs were talking about the frustration felt in many parts of the Scottish Parliamentary Corporate Body about the method of financing Holyrood and the need to pay for a Parli...
Official Report Meeting date: 10 November 1999

Enterprise and Lifelong Learning Committee, 10 Nov 1999

The fact that we are locally based and dealing with our local MSPs in this Parliament is a helpful democratic link.David, I would not wish you to take what I was saying earlier as a fully-fledged approach.
Official Report Meeting date: 3 November 1999

Plenary, 03 Nov 1999

I am not suggesting that we should have conscription of MSPs, unless of course the minister expects to extend her citizens juries to a national level.
Official Report Meeting date: 16 November 2006

Plenary, 16 Nov 2006

Therefore, it is vital that we provide a mechanism for communities to trigger the process.Even if the Executive had conceded that community objectors would be advised of outcomes when it is already looking at applications, that would have been symbolic of the place that was given to MSPs and objectors in the system. Official Report Meeting date: 20 February 2007

Education Committee, 20 Feb 2007

I dare say that the committee will do that if it has cause for concern about aspects of the scheme.I reassure Lord James Douglas-Hamilton that we will work hard to secure a successful outcome through extensive and diligent preparation. I have learned as an MSP—even more so as a minister—that it is all very well to pass a good bill, but nine tenths of the pr...
Official Report Meeting date: 12 February 2007

Airdrie-Bathgate Railway and Linked Improvements Bill Committee, 12 Feb 2007

We held a public meeting on 9 January, to which our two local MSPs came along. On the basis of the replies that we received from those who could attend the meeting, the unanimous decision was reached that the objection should stay in place.
Official Report Meeting date: 24 January 2007

Plenary, 24 Jan 2007

That is what is so frustrating about today's debate. Is it the case—I ask this honestly of the minister—that his support for measures such as universality and for the sort of society that we want became a little less when he was returned as a Labour MSP on £52,000 a year, became a little less again when he was made a junior minister on a salary of £77,000 a ...
Official Report Meeting date: 16 November 2006

Plenary, 16 Nov 2006

The fact that the Communities Committee spent a marathon amount of time scrutinising the bill, with lots of input from members who were not on the committee, and the fact that 20 MSPs have lodged amendments for stage 3 consideration, tell us that there is huge interest across the Parliament in the successful implementation of the bill.
