Your question about preventative spending in respect of outcomes-based budgeting would be best answered by colleagues from director-general Scottish exchequer, who are working on the spending review and budget decisions.

To give credit to the people who are involved in those issues at SNH, they are doing the best job that they can, but my perception is that we are not making fast enough progress.
