I draw members' attention to the note from the clerks setting out the Subordinate Legislation Committee's concerns about rule 5 of the schedule to the regulations, which relates to voter eligibility.I welcome the Cabinet Secretary for Health and Wellbeing, Nicola Sturgeon MSP, who is here to give evidence on the regulations.
Beside John Wilson is Mary Scanlon, an MSP who is not a member of the committee but is interested in some of the issues that the committee will deal with today.
There seems to be a loophole in that those who approach us because they have no heating at all are given standalone heaters, which are expensive to run. All MSPs have probably encountered that problem.
